Janani Suraksha Yojana is being implemented in Rural, Urban and Corporation area of the State by Govt. of India since 2005-06. Benefit of this scheme is being given if the JSY eligible mother delivers in Government Health Institute or Government accredited private hospitals for Janani Suraksha Yojana. Guidelines for implementation of this scheme are given below.
Implementation strategy:
- The eligible beneficiary is from rural area and delivered in Govt. Health institution/ accredited private health institution the beneficiary will be given financial benefit of Rs.700/-.
- The eligible beneficiary is from urban area and delivered in Govt. Health institution/ accredited private health institution the beneficiary will be given financial benefit of Rs.600/-
- The eligible beneficiary is either from rural area or from urban area and belongs to Below Poverty Line family and even if delivered at home, in such case a financial benefit of Rs. 500/- paid to such beneficiary .If JSY beneficiary need emergency LSCS for delivery in such case financial benefit upto Rs. 1500/- is to be given to JSY beneficiary. This benefit will be given against expenditure receipts submitted by Beneficiary.
- In emergency if LSCS is required for delivery of JSY beneficiary in Govt. Hospital and if there is vacancy of Gynaecologist, then gynaecologist from the nearest Govt. Hospital is to be called for LSCS,For such cases, Civil Surgeon need to do enlisting of Gynaecologist working in Govt. Hospital
- A micropolan is to be prepared by Civil Surgeon for LSCS services of Gynaecologists from Govt. Health Institution to other nearest health institute of Govt.
- 4% of JSY total grant are to be allocated for administrative expenses.
- ASHA incentive is divided into two categories. One is for giving all ANC check up services to JSY beneficiary during pregnancy and second is for promoting JSY beneficiary pregnant mother for Govt. institutional delivery.
- In rural areas, if ASHA Worker has mobilized JSY beneficiary during pregnancy for ANC check ups and if all ANC check ups completed as per required , she will be given incentive of Rs 300/- and In urban areas if Link worker has mobilized JSY beneficiary during pregnancy for ANC check ups and if all ANC check ups completed as per required, she will be given incentive of Rs 200/- but after ensuring the services given to mother by confirming from RCH Portal
- If ASHA/ Link worker promotes JSY beneficiary for Govt. Health Institute only and stays with mother in hospital during delivery ASHA/Link worker paid incentive of Rs 300/- and 200/- in rural & urban area respectively. If JSY beneficiary delivers in Govt. accreditated hospital or other hospital ASHA/Link worker will not receive incentive of promoting Delivery in institute.
Financial Guidelines:
- Under this Scheme Financial Benefit is to be given to pregnant mothers from SC, ST & BPL families
- This financial benefit is given to JSY beneficiary within 7 days after delivery by DBT/ Aadhar linked Bank account.
Process:
- The ANM/ ASHA will help the eligible JSY beneficiary to open Bank account and for Aadhar Card, if she is not having Aadhar Card/Bank account at the time of ANC Registration.
- The ANM/ ASHA will help the eligible JSY beneficiary to open zero balance Bank account with the help of Pradhanmantri Jan-Dhan – Yojana..
- Problems occured in opening Bank accounts of beneficairies are to be solved with the help of District Level Committee established as per the GR issued on 21-1-2016.
- The entry of Bank account number and Aadhar Card of JSY beneficiary is being taken in RCH Portal immediately after receipt of Bank Account Number and Aadhar Card Number.
- The documents required for JSY benefit are being collected from JSY beneficiary in time.
- JSY card is being given to each eligible mother by ANM/ Staff Nurse immediately after registration. The bank account number , aadhar card Number, RCH Portal number and caste details are being mentioned on JSY Card with due signature of ANM/Medical Officer. This card will help the Institute to give the JSY benefit to eligible mother where she delivers. Printing of JSY card is being done through the funds available under 4% admin. cost at District level.
- Once JSY beneficiary is registered either in Govt. or private accredited hospital for getting benefit her registration has to been done in MCTS Software / RCH Portal
- In no case the benefit will be given through bearer cheque or cash.
- Under JSY scheme, incentive to be paid to ASHA worker, has to be transferred in their AADHAR linked bank account through DBT.
