QUALITY ASSURANCE PROGRAM
NQAS
National Quality Assurance Standards have been developed keeping in the specific requirements for public health facilities as well global best practices. NQAS are currently available for District Hospitals, CHCs, PHCs,Urban PHCs and HWC-SC. Standards are primary meant for providers to assess their own quality for improvement though standards are also used for certification. NQAS measures quality through eight broad area of concern– Service Provision, Patient Rights, Inputs, Support Services, Clinical Care, Infection Control, Quality Management and Outcome. These standards are ISQUA accredited and meets global benchmarks in terms of comprehensiveness, objectivity, evidence and rigor of development.
Vision – Improve health status through concentrated policy action in all sectors and expand preventive, promote, curative, palliative and rehabilitative services provided through the public health sector with focus on Quality.
Strategies
Rs.10000 per functional bed on National accreditation,
- 25% for individual incentives,
- 75% for staff welfare and improving work environment,
- Annual incentives of same amount for maintaining the accreditation
- Facilitation at state level
- Publication of achievement in media
- CMEs, Trainings, Short courses for staff

Kayakalp
Ministry of Health And Family Welfare, Government of India, has launched a national initiative on 15th of May, 2015 to promote cleanliness and enhance the quality of public health facilities. The purpose of this initiative is to appreciate and recognize their effort to create a healthy environment. To complement this effort, the Ministry of Health & Family Welfare, Government of India launched a National Initiative (KAYAKALP) to give Awards to those public health facilities that demonstrate high levels of cleanliness, hygiene and infection control. Cash Award will be given to those facilities that score 70 % or more in each level of assessment through Kayakalp Assessment tool (Checklist) formed by Ministry of Health & Family Welfare
Objectives:
- The objective of the award scheme is as follows:
- To promote cleanliness, hygiene and Infection Control Practices in public Health Care Facilities.
- To incentivize and recognize such public healthcare facilities that show exemplary performance in adhering to standard protocols of cleanliness and infection control.
- To inculcate a culture of ongoing assessment and peer review of performance related to hygiene, cleanliness and sanitation.
- To create and share sustainable practices related to improved cleanliness in public health facilities linked to positive health outcomes.
Parameters:
The parameters on which the performance of the facility would be judged are as follows:
- Hospital/Facility Upkeep
- Sanitation and hygiene
- Waste Management
- Infection control
- Support Services
- Hygiene Promotion
- Beyond Hospital Boundary
Kayakalp scheme will encourage public health facility in the nation to work towards standards of excellence to ensure facilities stay clean and hygienic
- Various stakeholders, NGOs, people as well as voluntary organizations will be able to participate in the Endeavour and share responsibilities for initiating clean health facilities
- Award scheme will promote cleanliness, hygiene and infection control practices in public healthcare facilities
- It will reward performance and initiate a culture of ongoing assessment and peer review of performance to promote hygiene, cleanliness and sanitation
About the Scheme
- 5 awards will be provided under the scheme namely
- Best district hospitals
- Best community health centres/sub-districts hospitals
- One primary health centre in every district
- Judged by set criterion, prize winners will receive cash awards with citations
- First and second rank award winners at district level hospitals will get INR 50 lakhs and 20 lakhs respectively
- 15 and 10 lakhs are allocated for community health centers/sub district hospitals for the same criteria
- Winners at primary health centre will get INR 2 lakh under the scheme
- Awards will be given based on the following parameters: Sanitation and hygiene, Infection control, Hospital upkeep, Waste management, Community participation assessment.
LaQshya / MusQan
LaQshya is an initiative to improve the Quality of Care (QoC) in the Labour Rooms (LRs), Operation Theatres (OTs) and other mother and child service areas in public health facilities across the country. The program aims to reduce complications and deaths of mothers and babies around the period of child birth which contributes to highest proportion of maternal and newborn deaths. LaQshya brings together Quality Assurance (QA) and Quality Improvement (QI) approaches and strives to provide a better experience of care to the beneficiaries by integrating the concept of respectful maternity and newborn care.
Mission
The Program aims at implementing ‘fast-track’ interventions for achieving tangible results within 18 months. Under the initiative, a multi-pronged strategy has been adopted such as improving infrastructure up-gradation, ensuring availability of essential equipment, providing adequate human resources, capacity building of health care workers and improving quality processes in the labour room. To strengthen critical care in Obstetrics, dedicated Obstetric ICUs at Medical College Hospital level and Obstetric HDUs at District Hospital are operationalized under LaQshya program.
The Quality Improvement in Labour room and maternity OT will be assessed through NQAS (National Quality Assurance Standards). Every facility achieving 70% score on NQAS will be certified as LaQshya certified facility. Furthermore, branding of LaQshya certified facilities will be done as per the NQAS score. Facilities scoring more than 90%, 80% and 70% will be given Platinum, Gold and Silver badge accordingly. Facilities achieving NQAS certification, defined quality indicators and 80% satisfied beneficiaries will be provided incentive of Rs 6 lakh, Rs 3 lakh and Rs 2 lakh for Medical College Hospital, District Hospital and FRUs respectively.
Goal
Reduce preventable maternal and newborn mortality, morbidity and stillbirths associated with the care around delivery in Labour room and maternity OT and ensure respectful maternity care.
Objective
- The objective is to improve quality of care provided to pregnant mother in Labour Room and Maternity Operation Theatres (OTs), thereby preventing undesirable adverse outcomes associated with childbirth.
- Enhance satisfaction of beneficiaries and provide Respectful Maternity Care (RMC) to all pregnant women attending public health facilities
- It aims to reduce preventable maternal and new-born mortality, morbidity and stillbirths associated with care around delivery in Labour room and Maternity OTs.
- To improve Quality of care during the delivery and immediate post-partum care, stabilization of complications and ensure timely referrals ,and enable an effective two-way follow-up system
- It will be implemented in government Medical Colleges (MCs), District Hospitals (DHs), high delivery load Sub- District Hospitals (SDHs) and Community Health Centres (CHCs).
- It plans to conduct quality certification of labour rooms and provide facilities to achieve outlined targets.
MusQan
Quality Improvement in health care is a systematic approach that monitors, assesses and improves the standard of quality care. MusQan is designed to ensure provision of quality child friendly services from birth to children upto 12 years of age. MusQan aims to ensure provision of quality child friendly services in public health facilities to reduce preventable newborn and child morbidity and mortality. It encompasses all the pivotal aspects of child growth and development, including the child’s physical, mental and social development. In addition, MusQan initiative intends to achieve an explicit improvement in the quality of childcare services in public facilities of India.
Under MusQan, multi-prolonged strategy has been adopted for ensuring the gaps in the SNCUs, NBSUs, Postnatal wards, Paediatric OPD and Nutritional Rehabilitation Centre against the quality standards traversed within the shortest possible time and visible in quality care services.
