    NATIONAL URBAN HEALTH MISSION (NUHM)

     

    The National Urban Health Mission (NUHM) is a flagship program of the Government of India launched in 2013 under the National Health Mission (NHM). It aims to improve the health status of the urban poor and other vulnerable sections of the urban population by providing them with equitable access to quality and affordable healthcare services.

     

    NUHM in Maharashtra:

    NUHM is being implemented in 397 cities and towns from Maharashtra which have population of more than 15,000. These towns and cities cover 1 Metro City, 28 Municipal Corporations, 361 Municipal Councils and 7 Cantonment Boards. NUHM provides healthcare services to 5.03 Cr  (as per 2011 Census) urban population, which is 45% of the total population.

     

    Tasks:

    • Establishment and strengthening of Urban Community Health Centers (UCHCs) , Urban Primary Health Centers (UPHCs), Urban health and Wellness Centers (UHWCs) and Polyclinics.
    • Recruitment and training of healthcare providers, including doctors, nurses, and community health workers.
    • Implementation of programs for maternal and child health, family planning, and adolescent health.
    • Focus on NCD prevention and control, including screening, early detection, and management.
    • Strengthening of communicable disease control programs.
    • Community engagement through ASHA, Rugna Kalyan Samiti and Mahila Arogya Samiti.
    • Outreach activities through healthcare facilities
    • Implementation of robust quality assurance mechanisms

     

    Govt. of India has approved NUHM PIP 2023-24 of Maharashtra for a budget of Rs.691.39 cores and NUHM PIP 2024-25 of Maharashtra for a budget of Rs. 965.4870 cores. and up-to Feb 2025 the utilization of funds under NUHM is 106.88 % against Distributed PIP in the state of Maharashtra.

    Accredited Social Health Activist (ASHA)

    • ASHAs act as crucial frontline workers, connecting urban slum communities with health facilities.
    • They play a vital role in generating demand for health services within their designated service areas.
    • Each ASHA will be responsible for a specific geographic area, typically serving 1000-2500 beneficiaries (approximately 200-500 households).
    • ASHAs are paid a fixed GoI incentive of Rs.3000 and state incentive of Rs.10,000 per month. She also gets performance-based incentives against 36 types of indicators under various national programs.

     

    Mahila Aarogya Samiti (MAS) Status as on FY-2024-25

     

    • One Mahila Arogya Samiti (MAS) will be formed for every 500 population or 100 households.
    • ASHA will serve as the Member Secretary of the MAS.
    • MAS will function as a community-based peer education group.

    • Focus on preventive and promotive healthcare
    • Facilitating access to identified health facilities
    • Management of grants received for community health activities.

    RKS (Rugna Kalyan Samiti):

     

    • Rugna Kalyan Samiti is a simple yet effective management structure in urban areas for community engagement.
    • This committee led by elected public representative is a registered under Society Registration Act 1860
    • This committee is involved in planning for healthcare services at facility level and monitors performance.
    • Untied Grant: Unit cost for UPHC is Rs 1.75 Lakhs and UCHC is Rs. 2.50 Lakhs.
    • The funds provided are to be used for following activities:

     

    • Purchase of Medicine, equipment, dressing material/ bandage/cotton.
    • Referral services
    • Laboratory services for poor patient
    • Minor repairs of institution.
    • Clean drainage, toilet Facility.
    • Clean drinking water facility for patient.
    • Sitting arrangement for patient,
    • Repair of furniture, door/windows (carpenter works)
    • Fund for other innovative schemes (outdoor Medical camp)

    As per Government of India guidelines, the state is in the process of establishing Jan Arogya Samiti replacing Rugna Kalyan Samiti.

     

    JSSK Referral Transport (Mumbai)

    The referral transport program under the Janani Shishu Suraksha program by the National Health Mission is implemented by the Public Health Department. Under this program, free vehicle service is provided to transport the mother, newborn child and ill infants (0 to 1 year) to their residence after delivery in Mumbai and MMRDA area.
