    Note on Outsourcing of Laboratory Services

    • As per the guidelines and instructions issued by Government of India, a tender process to provide free laboratory services in the health institutions of the State has been completed. As per the tender process, a MoU has been done with Service Provider under the Free Diagnostic Services Initiative.
    • As per this project, the Service Provider has set up total 140 laboratories in the State for the testing of patients’ samples.

     

    • The Service Provider has appointed phlebotomists’ to collect samples up to the level of Primary Health Center.

     

    • The patients’ reports will be sent to the concerned health facilities’ email ID within the time limit specified in RFP. The hard copies of this report will be submitted to the concerned authorities of the Health facility on the next day.

     

    • As per the Dash board total 3485 institutes (including UPHCs, HBTAD & UHWC) are covered under the Laboratory services project

    Dialysis Service

    • In Maharashtra, Hemodialysis Service are being provided in 34 districts under Pradhan Mantri National Dialysis Programme (PMNDP)
    • In 63 facilities, Dialysis service is being provided on In – House mode.
    • In 40 facilities, Dialysis service is being provided on PPP mode.

     

    Teleradiology Services

    • As per the guidelines and instructions issued by Government of India, a tender process to provide free Radiology services in the health institutions of the State has been completed. As per the tender process, a tripartite MoU has been done between SHS (NHM), DHS and the Service Provider M / s .Krsnna Diagnostic Pvt Ltd. on 22/10/2020 for the next 5 years, under the Free Radiology Services Initiative.

     

    • As per this project, the Service Provider M / s. Krsnna Diagnostic Pvt. Ltd shall provide CR System for digitization, transmission and reporting of X-rays& CT Digital infrastructure / IT based solution shall be used to transfer images to specialist hired/on roll of Service provider and to get the reports.

     

    • The facilities covered under the scope of work shall include all the hospital under Public Health Department such as Community Health Centers (CHCs),Rural hospitals(RH), Sub divisional hospitals (SDHs), district hospitals (DHs), General Hospitals, Civil Hospitals, Mental Hospitals, Leprosy Hospitals, TB hospital & Women Hospitals and any other hospitals or institutes as communicated to service provider from time to time.

     

    • Service provider provides CR System for X-ray 474 operational center and 8 operational centers for CT scan.
    • Tests with emergency criterion should be interpreted, diagnosed and reported within 1 hour of X-ray/CT Scan test completion and, all other results shall be interpreted, diagnosed and reported within 12 hours of the image transmission/uploading

     

    CT SCAN Service.

    On PPP basis.

    • The state has completed the tender process in PPP mode For 31 government hospitals & Operational partner for 8 DH hospitals where government owned CT scan machine exists. The Selected Service Provider will provide CT SCAN services on 20% discount on CGHS rate for 31 SDH & 50% discount on CGHS rates for DH (Government owned CT machines)
    • Work order issued to M/S Krsnna Diagnostic LLP on dtd.18.07.2022.
    • MOU has been done with M/s Krsnna Diagnostic pvt ltd as on dt. 14.08.2023.
    • Out of 31 health facility (PPP CT SCAN) M/S Krsnna Diagnostic LLP taken handover of 23 health facilities out of that M/S Krsnna Diagnostic LLP commenced services at 19 SDH health facilities.
    • The state has completed the tender process for providing MR services & Operational partner for 17 DH hospitals where government owned CT scan machine exists. The Selected Service Provider will provide CT SCAN services on 50% discount on CGHS rates for DH (Government own CT)
    • MOU has been done with M/s Krsnna Diagnostic pvt ltd as on dt. 29.04.2024.

    On operational partner basis.

    • CT scan services have been provided in 17 hospitals out of 16 currently functioning through M/S Krsnna Diagnostic Ltd.
    • The state has completed the tender process for providing MR services & Operational partner for 5 DH hospitals where government owned CT scan machine exists. The Selected Service Provider will provide CT SCAN services on 50% discount on CGHS rates for DH (Government own CT)
    • MOU has been done with M/s unique wellness pvt ltd as on dt. 11.2023.
    • CT scan services have been provided in 5 DH hospitals out of 4 currently functioning through M/S Unique Wellness Pvt. Ltd.

     

    MRI Services

     

    • Under NHM, MRI Services will be provided to 22 District Hospitals in PPP mode.

    • Under this project, new MRI machine will be provided through service providers. The machine will be installed at district hospital, patients will be scanned and the reporting of the images taken from the machine will do by Radiologists appointed by services provider and a report will be made available to the hospital and Patient.
    • MRI and CT scan services will be made available 24X7 under this project.
    • MRI scan and CT scan reports are provided to the respective health institutions in both soft copy and hard copy format. The report will be a digital or physical sign by the registered radiologist.
    • This service is completely free for all government patients in the state.
    • Manpower required for this project (Technician and Radiologist) will be provided through the service provider.
    • Online software (Dash board) will be made available for project management

     

    Outsourcing of Biomedical Equipment Maintenance & Repair

     

    • The state has completed the tender process for outsourcing of biomedical equipment maintenance and repair services. The new service provider has been selected at a CMC rate of 4.29%. Work order Issued to M/S AOV International LLP on dt.06.01.2022.
    • MOU has been done with M/s AOV International LLP as on dt. 15.02.2022.
    • Service provider will maintain Biomedical Equipment in all public healthcare facilities up- to the PHC level.
    • The project has been operational since 01.12.2016. The purpose of this project is to ensure that Biomedical Equipment and Biometrics Machines, which are in the health institutions of the state, will continue to operate smoothly and the services in health institutions will run uninterruptedly and smoothly.
    • 24X7 Call Center has been set up by the Service Provider M/s AOV International LLP at the toll free number “18002084441”. Also software has been developed by service provider M /s AOV International LLP, with preventive maintenance repair and calibration available at “mhbemp.com”.

     

    • End user or authorities in the health institutions have been informed regarding registration of complaint. After the registration of the complaint, it is mandatory for the service provider to repair equipment within 7 days. If any equipment is dysfunctional beyond 7 days of registering of the complaint at the user end, penalty will be applicable as per MOU.

     

    • The Service provider will provide STANDBY Equipment namely Ventilator, Radiant Warmer, Defibrillator and Boyle’s apparatus as these are considered as Life Saving equipment, In case of breakdown of these above mentioned equipment the service provider will try to repair these equipment on priority basis and failing which arrange for STANDBY equipment at the Health Facility within 72 Hrs. If the service provider failure to provide stand by equipment within stipulated time then the penalty charges will be applicable as per MOU.
